Each individual is limited to 100 printed pages per day. Black and white prints cost $0.25 per page, and color prints are $0.75 per page.
- The daily page limit may be exceeded only for documented educational purposes, including but not limited to:
- Printing textbooks or textbook excerpts
- Printing required school documents or assignments

To qualify for an exception, the individual must provide proof of active enrollment at an accredited educational institut
The Wythe-Grayson Regional Library system is a designated Passport Application Acceptance Facility.
Passport applications are processed by appointment only, and must be scheduled at least 24 hours before-hand. Call (276)773-2761 ext. 1024
Appointments may be made at the following times, at the specified library:
Grayson County Public Library
Monday – Friday: 10:00 am – 3:00 pm
Proof of U.S. Citizenship
Provide an original of one of the following to be submitted with application:
- Previous U.S. Passport (may be expired; must be undamaged)
- An original certified U.S. Birth Certificate (from a city, county or state; NOT a hospital certificate)
- Consular Report of Birth Abroad or Certification of Birth
- Certificate of Naturalization or Citizenship
Proof of Identity*
Present one of the following and provide a photocopy (front and back) of it to be submitted with application:
Current, valid driver’s license. (If not issued by Virginia, you must also bring a secondary ID.)
Military ID
Government ID
Certificate of Naturalization or Citizenship
*Minors under the age of 16:
- each child must appear in person
- both parents/legal guardians must present proof of identity
Passport Photo
One photo is required for your passport application. It is important that your passport picture meets the specific requirements set forth by the U.S. Department of State. Passport Photo Information
It is strongly recommended that you use a passport photo service for your passport picture. Passport Photo Location
The following may offer passport photo services: CVS, Rite Aid, Walgreens, Fed Ex, UPS Store
Note: The Library will not take passport photos or print them.

Kanopy is a third-party service that is governed by its own privacy policy and practices, not the library’s. We advise that you consult Kanopy’s Terms of Service. If you use Facebook or Google when creating your Kanopy account, the privacy policies of
Facebook or Google take precedence over Kanopy’s privacy policy. The library does not
recommend using this option to create your Kanopy account. We recommend creating your account by entering your name, email address, and a password of your choice.
Kanopy currently does not recognize “do not track” signals sent from web browsers. You may be able to disable tracking mechanisms, but doing so may disable certain features of the Kanopy service.
Library Notary Public Services Policy
Purpose
To clearly define the scope, responsibilities, and limitations of Notary Public services provided by Wythe-Grayson Regional Library (WGRL), ensuring compliance with Virginia law and consistent service for patrons.
Policy Statement
The Library offers Notary Public services for the convenience of its patrons, in accordance with the Code of Virginia and guidance from the Office of the Secretary of the Commonwealth.
Notary services are provided based on staff availability. Appointments are not required, but patrons are encouraged to call ahead to confirm availability.
A fee of $1.00 per notarial stamp/signature will be charged.
Electronic or remote notarization services are not available at any Library location.
Notaries Public are impartial witnesses and may not provide legal advice or assist in preparing documents.
Available Notary Services
Library Notaries Public may perform the following acts:
- Taking acknowledgments
- Administering oaths and affirmations
- Certifying true copies of documents (excluding vital records and court-issued documents)
- Certifying affidavits or depositions
- Performing other acts as permitted by Virginia law
General Requirements
To receive notary services:
- All notarizations must take place in person
- Documents must be complete, original, and unsigned prior to notarization
- Documents must be signed in the Notary’s presence
- All signers must:
- Be present
- Provide valid, unexpired, government-issued photo identification
- Be able to communicate directly with the Notary (no translators or intermediaries)
- Be able to read and understand the document
The Notary Public will review each document to ensure it meets legal requirements.
Accepted Identification
Accepted forms of valid, unexpired photo ID include:
- U.S. Passport or Passport Card
- State-issued Driver’s License or ID Card
- U.S. Military ID
- Certificate of Naturalization
- Certificate of U.S. Citizenship
- Foreign Passport
- Permanent Resident Card (Green Card)
Witness Requirements
- The Library does not provide witnesses
- Witnesses must be brought by the patron and present valid identification
- Library staff and other patrons may not serve as witnesses
Service Limitations
Notary services are limited to:
- Three simple documents per person per day
A “simple document” is defined as:
- One to two pages
- No more than two signers
- Clearly indicates where signatures are required
Restrictions and Prohibited Acts
Library Notaries will not:
- Notarize documents that are already signed
- Provide legal advice or explain document content
- Prepare or complete documents
- Pre-date or post-date notarizations
- Notarize real estate transaction documents
- Use translators or intermediaries
- Notarize documents declined by another Library Notary
- Guarantee acceptance of notarized documents by third parties
Documents the Library Will Not Notarize
Notary staff at the library will not notarize the following documents:
- Real estate transactions, including:
- Mortgage documents
- Housing refinance documents
- Quit Claim Deeds
- Deeds of trust
- Mineral rights documents
- Form I-9 (Employment Eligibility Verification)
- Vital records, as prohibited by Virginia law, including:
- Birth certificates
- Death certificates
- Marriage certificates
- Divorce records
- Court-issued documents, including:
- Divorce decrees
- Name change orders
- Adoption records
(Certified copies must be obtained from the issuing court.)
- Virginia State Corporation Commission documents
- Documents that are incomplete, altered, or contain blank fields
- Documents written in a language the Notary cannot read or understand
- Documents requiring a notarial act not authorized under Virginia law
- Documents requiring witnesses when witnesses are not present
- Documents where the signer cannot be properly identified
- Documents already signed (must be signed in the Notary’s presence)
Important Notes
- Notaries may notarize an affidavit regarding a copy, but not the original vital or court-issued document itself.
- The Library does not guarantee acceptance of notarized documents by third parties.
- Final determination of whether a document can be notarized is at the discretion of the Notary Public.
Right to Refuse Service
Notary Public staff reserve the right to:
- Refuse service at their discretion
- Decline any document that does not meet legal or policy requirements
If a document is declined by one Library Notary, it may not be notarized by another Library Notary.
Library staff may refer patrons to alternate notary services if appropriate.
Recordkeeping
General descriptions of notarized documents may be recorded for reference, in accordance with applicable laws. Along with a copy of ID presented to the notary as in accordance with Virginia law.
Additional Notes
- Services are subject to staff availability
- No electronic notarization is offered at any location
- Virginia notary laws apply to all services
